Artificial Intelligence Assistants Provide ‘Unreliable and Biased’ Voting Advice, States Dutch Watchdog

AI chatbots are proving to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democratic processes just eight days before the country’s general election.

Testing Reveals Consistent Bias in Chatbot Recommendations

The four chatbots evaluated by the AP “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the regulator noted in a analysis published ahead of the 29 October election.

For over 50% of instances, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are rarely ever cited”, even when the user’s input exactly matches the stances of these political entities, the report indicated.

Official Warns Against Relying on AI Assistants for Election Advice

The vice-chair of the AP, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that did not necessarily align with their political views, she added.

“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”

Voting Background and Party Dynamics

Netherlands citizens vote on October 29 in an electoral contest that will be keenly observed around Europe for the showing of the PVV.

The far-right party of Wilders is leading the polls but the lead over the left-wing and centre-right parties seems to be closing, with numerous electors yet to make up their minds.

Every significant political faction have rejected a coalition with the Freedom party, meaning the party that comes second is most likely to provide the next prime minister.

Unintentional Bias Attributed to AI Operation

The AP emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the way AI chatbots operate.
